This takes place after the events of the Hunting Games which the tribe he was in was quickly overturned by the other two, thus he didn't take the loss very well. And to rub salt to the wound, thanks to the previous events of trying to kill not one god but two and sneaking out when he should be grounded AND resisting a guard doing the job of taking him back and other bad choices, his superiors do not take him too kindly of this. Now, he has yet to be put on trial for his crimes against both tribes and leaders...what happens next, is only a mystery since this is only a prologue for that occasion. o-o;

And yes, strangely he talks to the costume he had made for Hallow Eve's and then starts making voices with it in return...I guess it happens when you don't have a lot of friends. This'll probably be the last thing I would ever do with Spike for various reasons which...will come to light, one day. Consider it as one of the final pieces with him. @.@;
